now you might say wat da hell is dat...well i had been seeing different tags wit gorgeous sparlie stars hearts and swirlies an was wonderin how twas done....and this is what i found out so i thot i wood pass it on....
here a bling used in this tag i made....

First you need a tag to put it on and a bling.
The blings are HERE, click Tubes and templates Created by Me, she has lots.
You can select the bling first then create a tag with that theme or whatever.
 
After you have your completed tag, with copyright and a name on it, copy it and paste it into animation shop.
Open your bling in AS also and count the frames in it (do not count the background color frame, that can be deleted).
Select your tag and duplicate the frames until you have the same number frames as the bling.
 
Then select ALL frames in the tag, click on your bling and select ALL frames in it.
On the toolbar above click propogate paste button
 It is to the right, and then click copy, make your tag active and paste into selected frame and place it where you want it and then click the mouse button, it should be where you want it and in every frame. If not redo all that by clicking undo and doing the steps again.. Then save as a gif file in AS.
